REQUEST FOR EXPRESSION OF INTEREST For 
CONSULTANCY FOR CREDIT FUND FACILITATOR
MOFNP/PSU/RFP /13/2008  
BACKGROUND

The Government of the Republic of Zambia (GRZ) and the International Fund for Agricultural Development (IFAD) have jointly designed and established a Rural Finance Program (RFP) that is managed by the Zambian Ministry of Finance and National Planning (MoFNP) and works within the framework of the Financial Sector Development Plan (FSDP).

COMPONENT OBJECTIVE

The objectives of the component are
i. To promote improved access to credit for smallholders and other rural producers on a sustainable basis through linkages with out growers and other rural producers on a sustainable basis through linkages with out grower/production companies. This will be done through the provision of a Credit Facility for on-lending by qualified Participating Commercial Banks (PCBs) to contracted smallholder small-scale marketing/production operations for production inputs and for small investment items used by the contracted producers.
ii. To support the implementation of the Institutional Development Plan (IDP) the RFP will provide a Credit Fund Facilitator to work in close cooperation with DBZ management and all departments.

SCOPE OF WORK

The Credit Fund Facilitator will support the Development Bank of Zambia Management in the operations of the scheme for a period of 2.5 years to facilitate a smooth take off and continuous growth of the RFP credit line operations.

MINIMUM QUALIFICATIONS
 
LANGUAGE: Excellent spoken and written English, with good communication skills.

ACADEMIC: A university degree in Finance, Banking, Economics or other relevant field

WORKING  
EXPERIENCE:  
 A minimum of 10 years experience at senior level in financial service provision in the region
 Experience in agricultural marketing operations and related contract farming activities, would be an important consideration
 Experience in projects which specifically target small-scale farmers would be an important consideration

Late or faxed bids shall be rejected. The Expression of Interest (EoL) will be opened thereafter in the presence of bidders or their representatives who choose to attend.
