REQUEST FOR EXPRESSION OF INTEREST For 
CONSULTANCY FOR BANKING ADVISORY FIRM 
MOFNP/PSU/RFP /14/2008  

BACKGROUND

The Government of the Republic of Zambia (GRZ) and the International Fund for Agricultural Development (IFAD) have jointly designed and established a Rural Finance Program (RFP) that is managed by the Zambian Ministry of Finance and National Planning (MoFNP) and works within the framework of the Financial Sector Development Plan (FSDP).

The programme objective is to increase the use of sustainable financial services in rural areas and one of the components of the program is the Promotion of Rural Banking Services.   

OBJECTIVES

The objectives of the component are:

i. To develop sustainable banking services in rural areas through supporting the National Savings and Credit Bank (NSCB)
ii. To develop National Savings and Credit Bank (NSCB) into a financially sound and professionally managed institution that offers core banking services to low-income households and emerging entrepreneurs on a nationwide and sustainable basis. Central to this is the implementation of the NSCB's Institutional Development Plan (IDP).
iii. To support the implementation of the IDP the RFP will provide a banking advisory firm to work in close cooperation with NSCB management and all departments.


SCOPE OF WORK

The Banking Advisory Firm will support all the departments of NSCB in their efforts to implement the IDP in an efficient and professional manner for a period of 2.5 years.   The IDP components are:  

(i) strengthening of NSCB capital structure
(ii) expansion of rural outreach,
(iii) development of rural products,
(iv) development of management and operation systems and
(v) manpower organization development


MINIMUM QUALIFICATIONS
 
i. Should be a reputable firm well versed in the operations of the financial markets, particularly those in the developing countries
ii. Should have substantial experience in the management of rural/development banking operations in the region
iii. Should have a strong track record evidencing the execution of similar assignments in the past

Late or faxed bids shall be rejected. The Expression of Interest (EoL) will be opened thereafter in the presence of bidders or their representatives who choose to attend.
